Description of Duties :
- Consult with ELR and eCR staff on HL7 message content, review of specifications, and message validation - 50%
- Support data quality monitoring and extraction of data from eCR CDAs and XMLs prior to surveillance system consumption - 30%
- Provide automation support for data quality checks, archiving, and indexing of XML eCR files - 20%
Skills and Responsibilities:
- Serve as a subject matter expert in HL7 messaging standards.
- Support onboarding of ELR and eCR reporters by providing data quality checks in an automated fashion, working with Rhapsody programmers to account for new partners, and archiving of messages.
- Support the eCR team through data mining of raw CDA and XML messages for key variables and metrics. This will include automating specific data checks and creating monitoring tools and alerts.
- Deliver training sessions to internal team members regarding HL7 standards, message structure, and other similar topics.
- Participate on behalf of client on the HL7 public health workgroup, CSTE surveillance committees, and other similar groups that are looking to standardize data reporting.
- Regularly author and update diseases and conditions on the Reportable Disease Knowledge Management System (RCKMS)
- Contribute to disease surveillance and surge capacity across the state during infectious disease outbreak investigations.
- A successful candidate will have experience conducting active and passive public health surveillance for communicable diseases.
- Working knowledge of HL7 standards development and implementation is required.
- This is evidenced by working with public health agencies to implement HL7 based ELR or eCR, working in the healthcare setting to establish public health reporting streams, or working with consulting/contract agencies to provide similar services to public health agencies.
- This is also evidenced by participation in the HL7 public health working group. Monitoring eCR will require an understanding of document standards, for which knowledge of Clinical Document Architecture (CDA) and Consolidated-CDA (C-CDA) will be required.
- The technical skills for this position include competence in the use of statistical software such as SQL, R or SAS for extracting data from the surveillance system to support public health reporting, eCR, and ELR.
- Experience in informatics should include familiarity with standardized vocabulary, interoperability between systems, and a general understanding of how informatics supports public health surveillance.
